1878, ch. 897. 1888, ch. 541.

80. The citizens of said town, having resided therein six
months previous to any election, shall on the first Monday in
May, 1888, or as soon thereafter as conveniently may be, and
biennially thereafter on the same day, elect five commissioners of
Gaithersburg to serve for one year, or until their successors shall
be elected and qualified. The commissioners must be substantial
citizens, residents in said corporate limits, and must have resided
therein for at least six months next preceding their election, and
must continue so to reside during their term of office. They shall
receive no pay for their services, except the president, who shall
receive the fees hereinafter allowed.

81. The person receiving the highest number of votes shall be
president of the commissioners, and all -vacancies in their num-
ber shall be filled by an election held after ten days' notice given
by the remaining commissioners.

82. The commissioners shall meet in some convenient place in
said town on or before the first Monday in June next succeeding
their appointment, and as often thereafter as may be necessary to
discharge the duties of their office.

83. The commissioners shall biennially, on or before the first
Monday in April, appoint three judges of election, who shall
appoint one clerk; and the said judges shall conduct the election
according to the election laws of this State, except that the polls
shall be opened at one o'clock in the afternoon and closed at six
o'clock in the afternoon; and the judges and clerk shall make
their returns to the commissioners, but shall receive no compen-
sation for their services.

84. The commissioners shall biennially appoint a clerk, who
shall keep the minutes of their proceedings in a well-bound book,
