146 ANNE ARUNDEL COUNTY. [ART. 2.

whenever any public road forms the divisional line between two
or more election districts, the expenses incurred for opening, con-
structing, improving or repairing the same shall be assessed against
each of said districts, respectively, in proportion to the extent of
the said road opened, constructed, improved and repaired in each
of said districts, respectively.

193. Nothing in the preceding section shall in any way relate
to or affect the construction, improvement or repair of the public
bridges of said county spanning the navigable waters thereof, but
all other public bridges shall be considered as parts of the public
roads in the election districts in which they are respectively
located.

194. The said county commissioners, if in their discretion they
shall deem it expedient, may make provision for the employment
of one or more permanent corps of laborers for the repairs of the
roads and bridges of said county, under the supervision of such
officer or officers, of sufficient skill and experience for the purpose,
as they may thing proper; and they may require any officer or
officers appointed for such purpose to give bond in such penalty
and with such security as they may fix and approve, and with
such conditions as they may prescribe in regard to the duties to
be performed, the use, safe-keeping, and due return of all property
placed in their charge, and the proper disposal of all moneys
coming into their hands for road purposes; the amount of com-
pensation for such laborers not to exceed one dollar per day for
each and every day employed.

195. If any person shall obstruct, fill up or otherwise wilfully
injure the drains made for conducting the water from the public
roads, or shall encroach upon any public roads by fences or other
obstructions within fifteen feet from the center of said road, he
shall be subject to a fine, for the use of the public roads of the
county, of not less than ten nor more than one hundred dollars,
to be recovered before any justice of the peace of said county at
the suit of the county commissioners.
