his accountability to the corporation for all sums that may come
into his hands as collector of city taxes, and for the faithful per-
formance of such duties as may be imposed upon him by the
ordinances of the city council. For wilful neglect to discharge or
refusal to perform the duties imposed on him as such officer, the
mayor may remove him from office, in which event he shall sub-
mit the matter to the city council for approval or disapproval.

151. It shall be the duty of the clerk to keep correct minutes
of the proceedings of the city council, and he shall make pub-
lication by advertisement in one or more newspapers in the city,
or by handbill, of all ordinances passed for the police regulation
of said city; he shall enter in a book kept for that purpose all
ordinances passed by the council, and said book shall be kept
open for the inspection of all parties interested; he shall keep all
the accounts of the corporation, shall make out the tax list and
perform such other duties in connection with his office as the
council shall require of him.

152. The mayor and city council shall have power to pass
all such ordinances not contrary to the constitution and laws of
the State, as they may deem necessary for the good government
of the city; they may pass ordinances to remove all nuisances
and obstructions from the streets, lanes and alleys, and from any
lots adjoining thereto within the limits of the city; to remove or
cause to be removed any houses or other buildings that may in
their judgment become dangerous; to cause the streets, lanes and
alleys to be paved, graded, repaired, drained and sewered; to
erect or establish market-houses and regulate markets, houses of
correction, hospitals or pest-houses within or without the city, if
necessary, and to provide for the government of the same; for
the protection and preservation of the health of the city and its
inhabitants, and of the city's property, rights and privileges; to
prevent the storage of gunpowder or other combustible matter in
such quantities or places within the city as they may deem dan-
gerous; to provide for licensing and regulating pawnbrokers,
peddlers of nostrums, notions, patents, secrets or pretended inven-
