and a majority of all members elected to said body shall be

necessary to pass any ordinance.

1878, ch. 440.

147. The city council shall meet on the first Monday in each
month, so long as may be necessary, and shall provide by ordi-
nance for extra sessions whenever they may deem the public good
requires it; they shall receive for their services at the meetings
herein provided for, the sum of two dollars per day; provided,
that the amount so to be paid to each councilman shall not ex-
ceed the sum of thirty dollars in any one year.

148. All vacancies in the city council shall be filled without

delay, by special election, the time thereof to be fixed by ordi-
nance ; and in case of a vacancy in the office of mayor, a new
election to fill the said vacancy for the unexpired term shall be

ordered without delay.

149. The mayor, on conviction in a court of law of wilful

neglect of duty or misbehavior in office, shall be removed from

office by the governor of the State, and a successor shall there-
after be elected as in a case of vacancy.

150. It shall be the duty of the bailiff of said city to make all

collections required of him at any time within the year for which
he was appointed bailiff; and on all taxes remaining unpaid for
three months after they shall have been levied, he shall charge
and collect interest from the date of the levy, at the rate of six

per cent, per annum, to be accounted for with said tax; and with-
in the city limits he shall have all the powers of a constable; and
he shall give bond, to be approved by the county commissioners,

as other constables, for the faithful performance of his duty as

constable; and he shall execute a bond, with good and sufficient
sureties to be approved by the mayor, to the mayor and city
council of Havre de Grace, in such penalty as they may require,
for the faithful performance of his duties as city bailiff, and for
