other officers in the custody of the said clerk, and signed by the
said commissioners; which said oath and signing shall be deemed
their qualification.

31. The commissioners of the said town shall have full power
and authority to order and direct such other elections as may be
necessary under the provisions of this sub-title of this article, to
give notice thereof, to determine upon the number of judges of
such elections, who shall act and make their returns as provided
in the preceding section, appoint them, and fix the place for
opening the polls, and the hours they shall be kept open, and to
call such town meetings as they may deem expedient from time
to time.

32. If the inhabitants of said town shall at any time neglect
to make an election as directed in this sub-title of this article, the
power of electing commissioners shall not thereupon cease, but
shall continue as though such election had been held; and the
commissioners for the time being shall remain in office until such
annual election shall be held.

33. All ordinances passed by the commissioners shall be en-
tered by the secretary in a book, to be kept by him for that pur-
pose, which shall be open at all times to the inspection of any
person interested; and copies of all ordinances shall be published
in one newspaper of the town, or shall be put up in the most
public places in the town.

34. All fines and forfeitures under the ordinances of said cor-
poration shall be recoverable before a justice of the peace, as
small debts are recovered.

35. The sheriff shall receive and safe keep in the jail of the
county all persons who shall be committed thereto by any jus-
tice of the peace of said county, for violation of any of the ordi-
nances of the commissioners of said town, or for the non-pay-
