27. A majority of the commissioners shall constitute a quorum
to transact business, and a majority shall always govern; and in
case of vacancy in the board of commissioners during the year,
the remaining commissioners shall have power to fill the vacancy
until the next regular town election for town commissioners.

28. The commissioners may meet together at such times as
occasion may require, upon the business of the said town, not
less than once in every three months, and shall have power to
make by-laws and regulations not inconsistent with the constitu-
tion and laws of the State.

29. They shall have power to provide for the payment of the
damages and expenses occasioned by the opening and widening,
laying out and grading of streets, alleys, lanes and sidewalks, in
the said town, by levying and assessing the same, generally upon
the whole of the assessable property of said town, or specially
upon the assessable property of persons benefited thereby.

30. At all elections for town commissioners, the voting shall
be by ballot, and all persons residing within th'e corporate limits,
and entitled to vote for delegates to the general assembly, shall
be entitled to vote; the judges of election shall make returns of
elections under the hands and seals of a majority of them, or the
hand and seal of any of them to be appropriated by themselves,
to the clerk of the circuit court for Harford county, in like
manner as now provided by law in general elections throughout
the State; and it shall be the duty of said clerk, as soon as may be
after the returns are made, to inform the commissioners so elected
and administer to them separately, the following oath or affirma-
tion : "I, ————, make oath on the Holy Evangely of Almighty
God, or affirmation, that I will faithfully and impartially dis-
charge the duties of commissioner of Belair, to the best of my
ability, so help me God," which shall be within the test-book for
