it shall be the duty of said judges to open the polls at some con-
venient place in said town, to be designated by said mayor and
council, and the polls shall be kept open from ten o'clock A. M,-
until six o'clock p. M.; said judges shall qualify before the clerk of
the circuit court of said county, or as other judges of elections
qualify, and shall certify the result of the elections held by them
to the clerk of the circuit court.

171. If any vacancy shall occur in the office of the mayor or
council by death, resignation, removal or otherwise, the remaining
councilmen shall cause au election to be held to supply the same,
and ten days' notice shall be given of such election.

172. If the citizens of said town at any time neglect to hold
an election at the time before mentioned, the power of electing a
mayor and council shall not cease, but the power of the inhabit-
ants of said town in that respect shall continue the same as though
such an election had been held, and the mayor and council for
the time being shall remain in office until such election shall be
held.

173. The members of the council shall meet at their chamber
on the first Monday in May in each year to organize, and before
entering upon their duties, shall make oath before the mayor or a
justice of the peace, that they will diligently and to the best of
their judgment perform the duties devolving upon them without
fear, partiality or prejudice; and the mayor shall take and sub-
scribe the oath prescribed by the constitution before the clerk of
the circuit court, or before one of his sworn deputies; a majority
of the members elected shall be a quorum of the council.

174. The said council shall meet on the first Monday of every
month, and as much oftener as they may deem necessary; in
organizing they shall elect one of their number to be president of
the council, whose duty it shall be to preside over their meetings,
and in case of the absence of the mayor, or a vacancy in that
