afternoon on the second Monday of February, and annually there-
after, having given at least five days' prior notice, by advertise-
ment inserted in some newspaper published in Frederick city and
by hand-bills set up at public places in their respective wards, of
the time and place of sitting to correct said lists; and at the time
and place published by them for correcting said books of registra-
tion and lists, as published by them, respectively, they shall pro-
ceed to strike from said lists persons known or made known to
them to have died, or who do not possess the requisite qualifica-
tions, or who will not possess said qualifications before the election
next ensuing, or who are disqualified under the second and third
sections of article first of the constitution, and to register the name
of every person who shall apply to them to be registered who
shall satisfy said officer of registration that he possesses or will
possess the requisite qualifications before the election next ensuing,
and that he is not disqualified under the second and third sections
of the first article of the constitution; and also the name of every
person whom a judge of the circuit court for Frederick county,
to which an appeal shall be taken from the decision of any officer
of registration, shall decide to be entitled to be registered as a
qualified voter; but after the first registration under this sub-title
of this article the old registration lists shall be used as a basis of
the new registration ; and no person whose name appears on the
last registry list of any ward shall have his name stricken therefrom
because of his failure to again apply for registration; and after the
first registration, it shall be the duty of the officer of registration,
when giving notice as aforesaid of the time and place when he will
sit to correct the registry list of his ward, to publish in the same
manner that said notice is published, a list of all names stricken
from the registry list of his ward, and a separate list of all the
names placed upon said list since the registration of the year before.

165: Every such officer of registration, seven days before any
municipal election in said city, shall deliver the books containing
the names of the qualified voters of hi's ward, arranged in alpha-
betical order, noting opposite to the name of each person whether
white or colored, and the street, lane, alley or other local designa-
tion of his residence, to the register of Frederick city, whose duty
