P. L. L., (1860,) art. 11, sec. 79.

135. The burgess or any justice of the peace for said county
may commit to the almshouse of said county, any vagrant or
pauper, fortune-teller, habitual beggar, or any person that begs
from house to house or from passers-by, or any person having no.
visible means of employment from property or labor, or whose
permanent support is not provided by his relations or friends, or
any person who cannot give account of the means by which he
obtains his livelihood, found within said town; and the keeper of
the almshouse shall receive and safe keep all persons so committed,
according to the tenor of the commitment, and put all such per-
sons to work according to their ability.

136. The corporation shall not issue any note, token, certificate
or evidence of debt, to circulate as currency.

137. The burgess and commissioners of the town of Emmits-
burg are authorized and empowered, in their discretion, to pass
ordinances to prohibit stock from running at large upon the streets
or within the limits of said town, and to enforce the provisions of
said ordinances by the imposition of just and reasonable fines.

1884, ch 92.

138. They are authorized and empowered to enter into and
make contracts with the Emmitsburg water company in Frederick
county, a joint stock water company, binding the corporate author-
ities of Emmitsburg to pay annually to said joint stock water
company the interest at the rate of six per centum per annum;
provided, said interest shall not exceed the amount realized from
a tax of ten cents upon every hundred dollars of assessable prop-
erty within the corporate limits of Emmitsburg, to be paid annually
upon the cost of supplying water to said town, and erecting fire-
plugs or hydrants for the extinguishment of fire and the protection
of property in said corporation; provided, however, that said
annual payments shall not begin until the said town has been
supplied with water.
