same shall be kept by the county commissioners subject to the
order of the person entitled thereto; and in case the said collector
shall fail, neglect or refuse to pay over such unpaid appropriations,
on demand made by the county commissioners, then it shall be the
duty of the county commissioners to institute suit on the bond of
such collector, and to assign generally the breach that said col-
lector has failed or refused to pay over to the county commis-
sioners the balance in his hands as such collector under this
section.

98. The crier of the circuit court for Frederick county shall
be entitled to and receive, as a salary, four hundred and eighty
dollars per annum, in Bums of forty dollars per month, which
shall be in lieu of all allowances heretofore authorized by law;
and the county commissioners are authorized and directed to levy
annually for the use of the crier of said court, on the assessable
property of said county, such sums of money as they shall deem
sufficient to pay the above salary of the said crier of said court,
and upon presentation to them of the certificate of the clerk of said
court, certifying the attendance of said crier, he shall be entitled
to receive his salary monthly in cash, and the said county commis-
sioners are directed, upon presentation thereof, to pay the same.

97. In case the person appointed as crier of said circuit court
should be designated as librarian of the public law library of said
court, he shall receive, as librarian, the sum of ten dollars per
month, to be paid in like manner as provided in the preceding
section.

98. Article 28 of the code of public general laws, entitled
" Crows," shall not relate or apply to Charles, Calvert, Carroll,
Caroline, Frederick, Garrett, Harford, Montgomery, Prince-
George's, Queen Anne's, Talbot, Allegany, Baltimore and Dor-
chester counties.
