be fined a sum not less than fifty dollars nor more than one
hundred dollars for each and every offence; one-half of the fine
shall be paid to the informer, the other half to the county com-
missioners, for the use of public roads.

55. No license for the sale of spirituous or fermented liquors
or alcoholic bitters, in quantities less than a pint, shall be granted
by the clerk of the circuit court for Anne Arundel county in the
city of Annapolis, unless the applicant therefor shall be recom-
mended in writing to the said clerk as a fit person to traffic in
said articles, and as one not likely to abuse the privileges thus
granted, by at least ten respectable citizens owning property or
residing in the immediate vicinity of the building in which said
sale is to be made; and all licenses granted for the sale of such
articles shall in all other respects conform to the provisions of the
code of public general laws relating to licenses.

56. The mayor, counsellor and each alderman, in virtue of
their office, shall have and exercise, within the limits of the
corporation, all the jurisdiction and powers of a justice of the
peace.

57. The collector of taxes in said city shall have the same
power to collect the city taxes as the collectors of county taxes,
and shall be governed by the same rules.

58. When any tax shall be due upon real estate, and no per-
sonal property shall be found thereon liable to the payment
thereof, the collector shall report the fact to the corporation at
their monthly meeting in December, annually, and the mayor,
counsellor and aldermen shall thereupon direct the real estate to
be sold by the collector for the payment of the said taxes, after
giving notice in the public newspapers in the same manner as
collectors of county and State taxes are required to do.
