299. There shall be five commissioners of said town, each of
whom shall be a citizen of the United States, at least twenty-four
years of age, and shall have resided in said town for at least
twelve months prior to his election; they shall hold their office
for five years, and one of them shall be elected on the first Thurs-
day of May in each year by the adult male citizens of said town
who shall have resided therein for six months and in the State
twelve months next preceding the election, and who shall also be
citizens of the United States; so that the term of one of said
commissioners shall expire every year.

300. The commissioners of said town shall be judges of all
elections, and the proceedings thereof shall be recorded under
their direction. Every commissioner, before he proceeds to act
as judge of election, shall make oath that he will faithfully and
impartially permit every person to vote at such election who shall
be qualified to vote, and that he will not suffer any person to vote
at such election who shall not, in his judgment, be qualified to
vote. Every person elected as commissioner, before he enters
upon the duties of his office, shall make oath before some justice
of the peace that he will diligently and faithfully, without favor,
partiality or prejudice, perform the duties of a commissioner of
said town, and a certificate of such qualification shall be returned
by said justice to the commissioners, who shall record and file the
same among their proceedings.

301. The commissioners, at their first meeting, after being
duly qualified according to law, shall choose some one of their
number president thereof, whose duty it shall be to preside at all
meetings of the board, preserve order, and give such directions as
may be deemed necessary by the commissioners to carry into effect
the provisions of this sub-title of this article, and to give the cast-
ing vote in case of a tie.

302. They may meet together, from time to time, at such
