1006 DORCHESTER COUNTY. [ART. 10.

set forth as treasurer and clerk to the county commissioners, the
commissioners shall notify him in writing, of his failure or neglect
to perform such duty, and if he continues to neglect or refuse to
perform them ten days after receiving said notice, the county
commissioners shall remove the treasurer from office, and imme-
diately appoint some other person to fill the vacancy for the resi-
due of the term ; provided, that nothing in this sub-title of this
article shall be construed to repeal, impair or conflict with the pro-
visions of the code of public general laws relating to embezzlement;
and the commissioners shall appoint at the expiration of the term
of office of a treasurer, or if removed at the time of removal, a
judicious and expert accountant to carefully examine the vouchers,
books, papers and funds under the charge of the treasurer (in his
presence if he so elects), who shall report thereof to the commis-
sioners, and such report, if received by them, shall be engrossed
on the record of their proceedings.

107. At their first meeting in December in every second year,
accounting from the year eighteen hundred and eighty-seven, or
as soon thereafter as practicable, the county commissioners shall
appoint a treasurer, whose term of office shall commence on the
first day in January thereafter, and continue for two years, or
until his 'successor shall qualify; and should a vacancy occur at
any time from death, resignation or other causes, they shall fill
the vacancy for the unexpired portion of said treasurer's term.

108. The county commissioners shall have power and author-
ity, and it shall be their duty, to appoint some suitable person in
each election district of said county, collector of State and county
taxes for such district, on or before the first Tuesday of May in
each and every year, who shall hold their respective offices for
one year, from the first Tuesday in May in each year, and until
their respective successors have been duly appointed and qualified;
and it shall not be lawful for said commissioners, or the local
authorities of said county, to provide any fixed, annual or other
stated compensation or salary for the collection of either State or
county taxes; nor shall the collectors be compensated for their
