these special statements, and they shall be open at all office hours
to any and all taxpayers in said county ; he shall make monthly
returns to the comptroller of the treasury ; he shall also serve and
act as clerk to said commissioners, and shall keep a record of the
proceedings of the board of county commissioners, and perform
all such duties as are now or may hereafter be prescribed by law
for the clerk of said board; he shall keep said commissioners'
office open from 9 o'clock A. M. until 3 o'clock p. M. each week
day (except legal holidays); he shall have charge of all records,
books, &c., of said commissioners' office, and shall not allow any
of them to be removed from said office, except in obedience to a
summons or order of a legally constituted court of this State, and
shall deliver the same to his legally qualified successors; and be-
fore entering upon the duties of his office, the treasurer shall be
required to give bond, with sureties to the State of Maryland, in
such penalty as the commissioners may deem necessary to protect
the public interest; provided, it shall not be less than fifty thou-
sand dollars, the same to be approved by the commissioners, con-
ditioned for the faithful discharge of the duties of his office as
treasurer and clerk, and the faithful disbursements of all monies
received by him for county purposes, according to the order and
direction of the county commissioners, and to punctually collect
and pay over to the treasurer of Maryland all monies received by
him for the State, as herein prescribed and provided for; and the
said bond, when executed and approved as aforesaid, shall be filed
and recorded in the office of the clerk of the circuit court for said
county, and a copy thereof, duly certified by said clerk, shall be
evidence in any court of law or equity in the State ; and the State,
or the commissioners, in the name of the State, for their use or-
any person interested or entitled, may enter and sustain suit upon
such bond for the recovery of such sums of money as may be due
thereon, or for the recovery of damages arising from the neglect
or violation of his duties upon the part of the treasurer; the treas-
urer and clerk shall perform all the duties of his office and do or
have done all the clerical work of the county commissioners'
office, and shall receive as compensation therefor the sum of one
thousand dollars per annum, the same to be annually levied to his-
use by the county commissioners; and upon the failure, neglect
or refusal of the treasurer to perform any or all the duties herein.
