75. Any master or person in charge of any of said vessels
who shall violate any of the provisions of the eight preceding sec-
tions of this article, shall be guilty of a misdemeanor, and upon
trial and conviction before a justice of the peace or judge of a
court having criminal jurisdiction, shall be fined not less than
fifty dollars nor more than two hundred dollars, and stand com-
mitted until fine and costs are paid.

76. The several commissioners appointed for Baltimore city
shall be required to engage such clerical assistance, as well as to
appoint such number of agents as shall be necessary for the
proper expedition of the business of their respective offices, the
salaries and expense of said service to be deducted from the
fees paid said commissioners; and each commissioner shall make
a report, under oath, to the governor, on or before the first day of
May in each and every year, stating the number of men that have
been shipped and the number of men discharged by him, the
amount of fees received, and the general condition of the men
when shipped, and their condition when discharged.
