common seal.

184. The legal voters of the state of Maryland, citi-
zens of Jerusalem, of the age of twenty-one years and
upwards, who have resided in said town twelve months
next preceding the election, shall on the first Monday
in May, in each year, elect by ballot a burgess, assis-
tant burgess and five commissioners for said town, hav-
ing the same qualifications in all respects as the voters.

185. All elections shall be held and conducted as
shall from time to time be directed by the by-laws of
the corporation, not contrary to this charter.

186. If at any election for burgess, assistant burgess
and commissioners, any two or more persons shall have
an equality of votes, so that no choice shall be made, a
second election shall be held, after not less than ten
days notice, and so on until a choice shall be made.

187. If during the year for which they were elected,
the burgess, assistant burgess or any of the commis-
sioners, shall die, resign, remove from said town, be
non compos mentis, or displaced, an election to fill the
vacancy shall be held, after ten days notice, and all
persons entitled to vote at the regular, shall be entitled
to vote at any special election.

188. The said burgess and assistant burgess and
commissioners, shall qualify by making oath, before
some justice of the peace for Washington county, that
they will discharge the, duties of their respective offices
according to the best of their skill and judgment, with-
out fear, favor, affection or partiality, a copy of which
oath, with a certificate of the justice administering the
same, shall be entered on the journal of the corporation.

189. The said burgess and commissioners may meet
from time to time, as occasion may require, on the
business of the corporation, not less than once in every
three months, and the burgess shall preside at all meet-
ings, and may give the casting vote; in his absence,
the assistant burgess shall preside, under the same re-
striction, but when the burgess is present, the assistant
burgess shall have the same power as a commissioner.
