Tax on dogs.

Sub-Sec. 5. The commissioners of said village are
authorized to levy a reasonable tax on dogs and bitches
belonging to or kept by the inhabitants of the vil-
lage, to be recovered and collected as other taxes are,
and to impose reasonable fines and penalties to restrain
dogs and bitches from running at large in said village,
and to authorize and to compel the bailiff to kill any
dog or bitch, whose owner cannot be ascertained, or
who shall refuse or neglect to pay the taxes, fines or
penalties imposed under this section.

Sub-Sec. 6. The commissioners of said village are
authorized and empowered to appoint annually one
or more police magistrates, who shall act as conser-
vators of the peace, and who shall impose fines, penal-
ties and forfeitures for the breach of any ordinance
passed by the commissioners of said village, and whose
powers shall be the same as justices of the peace for
said county, and the commissioners of the village are

Sub-Sec. 7. The commissioners of said village of
Bladensburg are authorized and empowered to levy an-
