ALMSHOUSE.
1870, c. 58, entitled an act to authorize the county commissioners of Frederick county,
to build a new almshouse for Frederick county, to borrow money on the credit
of the county for that purpose, to issue bonds for the payment of the same, and
to levy taxes on the assessable property of said county to redeem said bonds, and
to pay the interest thereon, provides:
1. That the county commissioners of Frederick county are hereby authorized and
empowered to build a new almshouse for said county, on the site of the present alms-
house for said county, or any portion of the farm on which the present almshouse of
said county is situated which the county commissioners of said county may select, in
such manner and style and upon such plan as they may elect, and in such building
to use such materials of the present almshouse as they may deem suitable; and for
the purpose of defraying the expenses of the said building, the said county commis-
sioners are authorized and empowered to borrow, from time to time, the required
sum or sums of money not exceeding, in the whole, the sum of sixty thousand dol-
lars.
2. That said county commissioners are hereby authorized and required to issue
bonds in sums of not less than one hundred dollars nor more than one thousand dol-
lars, to be signed by the president of the board of said county commissioners and coun-
tersigned by the clerk of said board, not exceeding sixty thousand dollars, said bonds
to bear interest payable semi-annually, on the first day of January and on the first,
day of July, and not to be disposed of for less than the par value thereof, and the
interest on said bonds shall be received by the collector of taxes for said county in
payment of county taxes; provided, that the said bonds shall be exempt from county
and municipal taxation.
3. That said bonds shall be issued to mature at such dates as shall not require the
payment in any one year of more than four thousand dollars of the principal sum
thereof, and that said bonds shall be redeemable at the pleasure of said county com-
missioners at, or before the maturity thereof, but none of said bonds shall be issued
to mature prior to the first day of January, in the year eighteen hundred and seventy-
five.
4. That said county commissioners shall, in each and every year prior to the year
eighteen hundred and seventy-four, levy upon the assessable property of Frederick
county such sum of money as may be sufficient to pay the interest on the bonds issued
under the provisions of this act, and in the year eighteen hundred and seventy-four,
and in each and every year thereafter, until all of the said bonds are redeemed, the
said county commissioners shall levy upon the assessable property of said county a
tax of not less than two cents on every hundred dollars thereof.
5. That the money raised as directed by section four of this act shall be kept and
designated as "The Almshouse Fund, " and shall be applied exclusively to the pay-
ment of the principal and interest of said bonds and to the costs of collection of the
said tax, which said tax shall be collected as all other taxes are collected in said
county.
6. That the said county commissioners are hereby authorized and empowered to
tear down and remove the present almshouse of said county, and provide tempo-
rarily, at the expense of the said county, such accommodations for the paupers, as
they may deem proper and expedient, until the new almshouse is finished and fit
to be used.
