CECIL COUNTY. ' [ART. 8-.

Wharves,
power to regu-
late building of,

133. The said commissioners shall have power to
. determine upon and regulate all matters relating to
the building of wharves in said village, to regulate
the moving of rafts, arks and boats, and to prevent
all nuisances and obstructions from being placed in
the waters of the North East river in part of said
village.

Persons may
build wharves
and charge
wharfage.

134. The proprietors of lots binding on and entitled
to the privileges of the waters in said village may,
subject to the rules, regulations and ordinances of said
commissioners, wharf out, extend and improve the
whole front of their several lots, and for such dis-
tance as from time to time they may think proper,
and shall be entitled exclusively to such emoluments
arising from wharfage thereof as may be fixed upon
by said commissioners.

Taxes.

135. The said president and commissioners shall
have power to levy and collect taxes in said village,
not exceeding in any one year thirty cents in the
hundred dollars on the assessable property of said
town, and shall once in every five years or oftener
if they think proper, appoint an assessor, who shall,

the lands within the limits of said town which may
be occupied and used as farms, such lands shall be
valued and assessed as lots of ten acres with the
buildings and improvements thereon, and not by the

136. If any owner of property assessed within said
town shall feel aggrieved by the assessment so made,
he may appeal to the said president and commissioners,
who may make such deduction from the valuation of
his property as they may deem reasonable and just.

Appointment of
officers.

137. The said president and commissioners may
from time to time, under such condition as they may
by their ordinances direct, appoint such officers as
they may deem necessary to carry into effect their
ordinances, among whom shall be a town bailiff, who
