PUBLIC EDUCATION. [ART. — .

When and by
whom certifi-
cate of publi-
cation to be
furnished.

any debt or obligation in the construction of any rail-
way, canal or other work of internal improvement or
to give or loan its credit to or in aid of any association
or corporation, shall he published ; it shall be the duty
of such association or corporation or of those individuals
to be benefitted by said act of the general assembly, to
furnish certificates under oath of such publication to
the governor of the state and the president of the senate
and speaker of the house of delegates of the general
assembly next succeeding the passage of said act. And
the cost of such publication shall be defrayed as is now
required to be done in the publication of local laws.

Formation of Boards.

of county school commissioners.
3 County school commissioners to ap-
point district school commissioners.

CHIPTEE III
Duties of State School Commissioners.
I. Meetings of state board
2. Location of office.
3. Actual expenses and clerical assistance
allowed
4. Board to explain this law and carry it
into effect.

6. Have general care of public school in-
terests.
8 Blank forms for accounts, &c.
7. Examine candidates.
8 Grant certificates.
9. Ex-officio trustees of normal school.
10. Reports to be made to board.

CHAPTER IV.
Duties of the County School Commissioners.
1. Organization examiner meetings:
pay.
2 Board to be a body corporate.
3. Property, &c., vested in county board
4. Powers of county board.
6. State school tax and tree school fund :
tax by county board how levied and col-
lected.
6 Division of county into school districts :
proviso: notice, boundaries: revision or
alteration.

9. No teacher shall be county school com-
