190. The president of the said commissioners shall,
in virtue of his office, Lave and exercise within the
limits of said town, all the jurisdiction and power of
a justice of the peace, except as to the recovery of
small debts; he may call on an officer of the village
entrusted with the receipt and expenditure of public
money, for a statement of his accounts as often as he
shall see proper; he shall see that the ordinances are
faithfully executed, and report to the board of com-
missioners, at their stated meetings, the general state
of the village, and may call special meetings of the
commissioners whenever he may see proper.

191. The county commissioners of Cecil county
may, at discretion, levy annually upon the assessable
property of the county, twenty-five dollars, and pay
over to the commissioners, to aid in keeping the
streets of said village, as part of the public roads, in
good repair.

192. If the inhabitants of said village at any time
neglect to make an election as herein directed, the
power of electing commissioners shall not thereupon
cease, but shall continue as though such election had
been made, and the president and commissioners for
the time being, shall remain in office until such
annual election shall be held.

pose of defraying the expenses of paving the streets
and making sidewalks within the corporate limits of
