not hereinbefore expressly provided for; provided,
that nothing in this section shall apply to tobacco
now sold and awaiting shipment in the warehouses.

Scrap tobacco

522. All scrap tobacco accruing at any of the
warehouses shall be packed in hogsheads, a fair
average sample of each hogshead taken, and the
inspector having charge thereof shall sell the same
by such samples at public or private sale in his dis-
cretion, after having advertised such sale for one
week in the newspaper having the largest circulation
in the city of Baltimore, and it shall be the duty of
the said inspector to sell the said scraps four times
in each year, and to render an account to the comp-
troller of the treasury of the number of hogsheads so
sold, their weights and the amount per hogshead
realized, said account to be rendered as already
required by law in regard to receipts and disburse-
ments of said inspectors.

523. All tobacco which shall have remained in
any warehouse four years after inspection, the owner
of which shall not be known, or the charges on which
shall not have been paid, shall, unless the same be
called for and the charges thereon paid, be sold by.
sample at public auction, after advertisement of said
sale once a week for three months in the newspaper
having the largest circulation in the city of Balti-
more ; and said advertisement shall state the ware-
house number of each hogshead to be sold, the net
weight of tobacco contained therein, the date of
inspection, the person in whose name the same was
inspected, and the charges to which the same is
liable.

the last section, in connection with the next account
to be rendered thereafter, to mention in said report
every name, mark or initial, which will facilitate the
