1867, c. 29 enacts the following :

49. The mayor and councilmen of the city of Cum-
berland, are hereby authorized to build a bridge
across the Potomac river at such point on said river
as in the opinion of said mayor and councilmen or a
majority of them may seem most practicable and
convenient for the trade of said city, without respect
to the corporate limits thereof; and in case said
bridge is located beyond the limits of said city then
the said mayor and councilmen, are hereby author-
ized and empowered to lay out and construct a road
from the Maryland terminus of said bridge to Cum-
berland.

60. The said mayor and councilmen may acquire
by purchase or otherwise sufficient land for the abut-
ments and bridgeways of said bridge and may con-
tract or agree with person or persons for the build-
ing of the same or any part thereof, or any materials
necessary therefor.

51. For the purpose of raising the funds necessary
for the building of said bridge and road or either of
them, the said mayor and councilmen of the city of
Cumberland, are hereby authorized to issue coupon
bonds of said city, payable not more than ten years
after date, with six per centum interest thereon pay-
able semi-annually, which said bonds shall be signed
by the mayor and attested by the corporate seal and
countersigned by the treasurer of said city, and said
coupons after the maturity of the same shall be re-
ceivable in payment of all taxes and dues by said
city, and the said mayor and councilmen are hereby

authorized and required to levy and collect annually
a special tax over and above the ordinary taxes of
said city for the payment of the interest upon said
bonds, and the creation of a fund for the liquidation
and redemption thereof.
