116. Cheap educational tracts, documents and
periodicals shall be issued to teachers and others by
the state superintendent as he shall deem expedient.
Also, tracts explanatory of the school system of the
state, containing such information as may be impor-
tant to the advancement of sound instruction and
good discipline.

117. For the purchase, printing and distribution of
such documents, the annual sum of one hundred dol-
lars is hereby appropriated from the surplus revenue
fund.

118. For the further encouragement of universal
education, district libraries ought to be established in
each school district, under the care of the teacher, as
librarian ; for this purpose the sum of twenty dollars
per annum is ordered to be paid to any school dis-
trict as library money, as long as the people raise the
same amount annually ; the books must be selected
by the district commissioner from the library list
authorized by the state board of education; the
amount required for library money is appropriated
from the surplus revenue fund.

119. The total amount of taxes paid for school
purposes by the colored people of any county and
the city of Baltimore, together with any donations
that may be made, shall be set aside for the pur-
pose of founding schools for colored children, which
schools shall be established under the direction of
the school commissioners, and shall be subject to
such rules and regulations as the board of education
shall prescribe.
