3. No license shall be issued to any person who is
not a resident of this state, and the applicant for
such license shall first make oath before the comp-
troller or an authorized clerk of said comptroller, that
he is bona fide owner or master of the boat or vessel
to be described in the license for which he is an
applicant, and if master, that the boat or vessel for
which he desires to obtain license is owned by a
citizen or resident of the state, that he has resided
in this state at least twelve months preceding the
day on which he applies for such license, and such
applicant shall produce before said comptroller or
his clerk authorized to issue such license, the cus-
