14. The president, vice president, visitors and phy-
sicians of the Maryland hospital shall, before the first
day of May, eighteen hundred and sixty-four, take
and subscribe, before some person qualified by law
to administer oaths, the following oath or affirma-
tion: I do swear (or affirm) that I hare not borne
arms against the United States, nor given any aid,
countenance, sympathy or support to those engaged
in armed hostility to the government of the United
States, and that I will bear true faith and allegiance
to the United States, and support the constitution,
laws and government thereof, any law or ordinance
of any state to the contrary notwithstanding; the
