Chapter 173 enacts the following:
WHEREAS, the sum of two hundred thousand dollars was
levied by the rebel army under General Jubal E. Early, on the
city of Frederick, on the ninth day of July, eighteen hundred
and sixty-four, with the alternative presented to the citizens to
pay said sum or to have their town sacked by the rebel soldiery;
and whereas, after consultation between the officers of the several
banking institutions of said town, a large number of the citi-
zens, and those of the corporate authorities that remained in
the town, the said sum of money was advanced to the corporate
authorities and citizens then present to save said town from
being sacked, with the understanding and upon the written con-
dition, that the same should be refunded to the president and
directors of the Frederick County Bank, to the Central Bank of
Frederick, to the Farmers and Mechanics' Bank of Frederick
County, to the Fredericktown Savings Institution and to the
