64 PUBLIC INSTRUCTION. [ART.

duties, shall be paid by the Treasurer upon warrant of the
Comptroller and certificate of the Governor, but shall not exceed
the sum of five hundred dollars per annum.

8. The secretary of the State Superintendent shall act when
necessary as clerk of the board.

STATE SUPERINTENDENT OF PUBLIC INSTRUCTION. —HIS POWERS

AND DUTIES.

9. The office of the State Superintendent of Public In-
struction shall be located in the city of Baltimore, and he is
hereby authorized to appoint a secretary at an annual salary of
twelve hundred dollars, payable quarterly by the Treasurer on
the warrant of the Comptroller and the certificate of the Super-
intendent.

10. The State Superintendent shall have the supervision of all
the public schools in the State. He shall visit each county an-
nually, for the purpose of conference with the school commis-
sioners, inspecting the schools, holding teachers institutes,
awakening an interest in the cause of education, and diffusing
by public addresses such information as will tend to improve-
ment in the government and the instruction of schools.

11. He shall from time to time address circular letters to com-
missioners and teachers, giving advice as to the best manner of
conducting schools, constructing school houses, furnishing the
same, and on all other topics which impart aid and encourage-
ment to universal education.

12. He shall on the fifteenth day of December of every year,
report to the Governor:

Sub-Sec. 1. The condition of the schools and colleges of the
State and of all institutions under his supervision and subject
to his visitation.
