2. The county commissioners of Carroll county are hereby
authorized and empowered, by virtue of this act, to borrow on
the credit of said county, by the issue of county certificates of
debt or otherwise, the sum of sixteen thousand three hundred
and fifty dollars, which said sum of money shall be repaid by
said county commissioners, by such a gradual annual levy
therefor, upon the assessable property of said county at the
time of making their annual levy as will, in their judgment, best
suit the interest aud convenience of the tax payers of said
county.

Chapter 197 enacts as follows:
3. The county commissioners for Carroll countyj are hereby
authorized and empowered, if in their judgment they may deem
it proper so to do, to pay to such persons as shall have volun-
teered in the service of the United States, up to the first day of
January, eighteen hundred and sixty-four, the sum of fifty
dollars each, and also to pay to each man drafted in military
service of the United States, any sum not exceeding one hun-
dred dollars.
4. The said county commissioners are hereby authorized and
empowered, in their discretion, to borrow a sufficient amount of
money to carry out the provisions of the preceding section, and
to issue county certificates for the payment thereof, at such
times and on such terms as they may deem best and most ex-
pedient.
5. The said county commissioners are hereby authorized and
empowered to levy o u the taxable property of Carroll county,
for the payment of said county certificates, in such way and
manner, as they may deem most expedient.
