scales, and with the consent and approbation of the Governor,
to purchase a lot of sufficient size, nearer the suburbs, for the
purpose of a hay market; on which tbcy shall cause to be erected
by contract, a suitable office for the use of the inspector, to
which shall be transferred the scales, now in use in the western
section.; or the commissioners may, in their discretion, sell the
old scales, and purchase and erect new scales at the new loca-
tion, and the lot shall be enclosed and paved with rubble stones,
for the protection of the bay and straw and the public conve-
nience, and in addition to the charge now authorized by law
for the use of the State hay scales, the inspector shall be
entitled to demand and receive fifteen cents for each and every
load of hay or straw, which shall remain half an hour on said
premises after the weighing thereof, but shall be removed before
night, and thirty cents for each and every load which shall be
left on said premises until the next morning; before proceeding
to make sale of said lot of ground, the commissioners shall give
notice thereof, by advertisement inserted at least twice a week,
three successive weeks, in two daily newspapers of said city;
the lot shall be sold to the highest bidder for cash, and on receipt
of the purchase money, they or a majority of them, shall execute
a deed to the purchaser, vesting in him the State's interest in
the property, and they are authorized' to appropriate the net
proceeds of sale towards the purchase and fitting up of the new
lot, together with such additional sum not exceeding ten thou-
sand dollars, at the maximum as may be requisite; which sum
of ten thousand dollars, or so much thereof as shall bo necessary,
is hereby appropriated for the purpose out of any money in the
treasury not otherwise appropriated, and the Comptroller shall
issue his warrant to the treasurer therefor, on the requisition
of the said commissioners or a majority of them, payable to
their order; the Governor may fill the vacancy caused by the
death, resignation, neglect, or refusal to act of any commis-
sioner, and the commissioners shall be allowed in their accounts
to be rendered, with proper vouchers to the Comptroller, all
their legitimate and proper expenses, but no compensation for
their personal services in the premises, but the said scales shall
be located at such places inside the city limits as will be con-
venient to both the Reisterstown and Frederick roads.
