except for their expenses when employed on special service,
and shall hold their commission at the pleasure of the Governor.
13. The sum of ten thousand dollars is hereby appropriated to
enable the Governor to carry into effect the several provisions
of this act, and lie is hereby fully authorized to apply the said
fund in such manner as will in his judgment best effectuate the
several purposes of this act.
14. In all cases of emergency where money may be wanted to
organize, furnish or supply the militia of this State who may
be called into active service, the Governor is hereby authorized
to draw his warrant on the State Treasurer for such sum or
sums of money not exceeding fifty thousand dollars, and to dis-
pose of it in such manner as the exigency of the case may re-
quire, and at the next meeting of the General Assembly there-
after, make a full statement of the amount drawn under the pro-
vision of this section and the manner of its disbursement.
15. Should the President of the United States at any time
make a requisition for part of the militia of this State for the
public service, the adjutant general shall take the most prompt
and efficacious measures for supplying the number of men re-
quired, for providing them with all necessary arms, equipments,
ammunition and provisions, and for having them marched 'to
the place or places of rendezvous, and shall call them by bri-
gades, regiments or companies as directed by the Commander-
in-chief, who is hereby authorized to make all such rules and
regulations as may be necessary to facilitate the prompt organi-
zation, equipment and transfer of said troops into the United
States service.
16. The commander-in-chief in conjunction with the staff of
the militia of this State is hereby authorized to establish in their
discretion camps of instruction in different sections of the State
for the accommodation and instruction of State troops, and the
Governor shall appoint suitable officers or drill masters with
the rank and pay of captain whose duty it shall be to instruct
said troops in the military art.
