and file all returns made to him according to law and regulation,
and annually make a detailed report thereof to the Commander-
in-chief, and perform such other duties as may properly belong
to his office, or which may be enjoined upon him by the com-
mander-in-chief; he shall act as inspector general, visit the
arsenals and examine the military property and things therein
deposited; it shall be his duty to inquire and determine whether
the regulations respecting their preservation and safe keeping
are duly observed, to inspect every branch of the military
service of the State, to attend all camps of instruction and
other camps when ordered by the commander-in-chief, and to
perform such other duties appertaining to his office as may be
enjoined upon him by the regulations of the commander-in-
chief.

6. The Governor is hereby fully authorized and empowered
to prescribe by such further rules and regulations such other
duties to the adjutant general as he may deem necessary and
proper.

7. The business of the quartermaster, commissary and sur-
geon general's departments when organized as hereinafter
directed shall be transacted and the accounts kept and made out
ill the same manner, as near as may be, as is required by the
system and regulations governing similar departments in the
army of the United States; accounts current of all transactions
therein with proper vouchers shall be rendered by them quar-
terly to the commander-ill-chief.

8. The Governor is hereby authorized and empowered to
organize in his discretion, the said staff departments and by and
with the advice and consent of the Senate to appoint chiefs to
each who shall hold their commission during his pleasure, and
to prescribe by rules and regulations the duties to be performed
by the said chiefs of department, which shall, as far as may be,
conform to those which are prescribed for the government of
similar departments in the army of the United States; and he
is also authorized and empowered to appoint such number of
aids de-camp as in his judgment may be necessary to enable
