RESOLUTIONS OF THE EXTRA SESSIONS OF 1861..

NUMBER 1.

RESOLUTION appointing Commissioners to the President in relation to the occupa-
tion of the soil of Maryland by Federal troops.

Resolved by the House of Delegates of Maryland, (the Senate con-
curring,) That Otho Scott, R. M. McLane, and William J. Ross, be,
and they are hereby apppointed Commissioners on the part of the State
of Maryland, to communicate immediately in person with the President
of the United States, in regard to the present and any proposed pros-
pective military use or occupation of the soil and property of the State,
, by the General Government, and they are directed" to ascertain and
report to the General Assembly forthwith, for its consideration, whether
any becoming arrangements with the General Government are practica-
ble in that connection, for the maintenance of the peace and honor of
the State, and the security of its inhabitants.

NUMBER 2.

RESOLUTION appointing a Commissioner to Virginia, to negotiate with the proper-
authorities in relation to the protection of property in Maryland.

Eesolved by the General Assembly of Maryland, That Outerbridge
Horsey, of Frederick, be, and he is hereby commissioned to proceed at
once to Richmond, on the part of the State of Maryland, to enter into
negotiations with the proper authorities of Virginia, for the protection
of the citizens of Maryland from injury in person or property, by any
unadvised act of the military forces of Virginia, and their compensation
for any already done, and to join with said authorities in considering
and adopting, subject to the approbation of the General Assembly, such
an arrangement as may be proper to preserve the harmony between the
two States from, disturbance by any exciting cause whatsoever.

NUMBER 3.

RESOLUTION regulating the mileage of Members and Officers of both Houses

Resolved by the General Assembly of Maryland, That the sum of
eighteen dollars, in addition to their usual mileage, be paid to each of
the Senators and Delegates, and the officers of each House from the-
following counties and Baltimore city, to wit: Cecil, Kent, Talbot,
Queen Anne's, Caroline, Dorchester, Somerset, Worcester, St. Mary's,
Charles, Calvert, Anne Arundel, Prince George, Montgomery, Harford,
Carroll, Baltimore county, Baltimore city, and Howard.

RESOLUTION explaining the relations of Maryland with the Federal Government.
