The Act of 1862, ch. 149, adds the following:
7. All elections hereafter to be held in the tenth election dis-
trict of Frederick county shall be held in the primary school-
house of school district number two in said county, generally
known by the name of Smithfield school-house.
EMMITTSBURG.
The Act of 1862, ch. 207, adds the following:
8. In addition to the taxes for their current and necessary ex-
penses, the burgess and commissioners of Emmittsburg are here-
by empowered to levy and collect, in addition to the tax now
authorized by law, a corporation tax not exceeding eighty cents
on every hundred dollars of assessable property within said cor-
poration, and apply the money arising from said additional tax
solely to making an artificial road of stone or sand on the Main
street, and so much of the street intersecting it as extends from
the public square to St. Vincent's Hall in said corporation.
9. Said burgess and commissioners may in their discretion
collect the said additional taxes in two annual payments, of not
more than forty cents for each year on every hundred dollars of
assessable property.
10. On the expiration of the power granted by this act, the
said burgess and commissioners shall levy no taxes except in
accordance with section sixty-three of article eleven of the Public
Local Laws.
FISH.
The Act of 1862, ch. 241, adds the following:
11. Any person or persons throwing, putting, or placing lime
or any other poisonous substances, into any of the creeks, streams
of water, or any of their tributaries, in Frederick county, for the
purpose of catching, taking, or destroying fish in any of the said
creeks, streams of water, and their tributaries in said county,
shall for every such offence, upon conviction thereof before a
