The Act of May 11, 1861, ch. 20, adds the following:
54. The mayor and city council of Baltimore shall have and
are hereby given authority in the name of said city, to issue
certificates of debt to an amount not exceeding five hundred
thousand dollars, in addition to the amount authorized to be
issued by section nine hundred and thirty-nine of said fourth
article, to be denominated upon their face "Baltimore "Water
Stock, " and bearing interest not exceeding six per cent, per
annum, and to provide by ordinance for the redemption of the
same at a certain, time and under such provision as the mayor
and city council may deem expedient and proper.
The Act of April 27, 1861, ch. 1, adds the following:
55. The mayor and city council may, and they are hereby
authorized to raise and appropriate at their discretion and in the
modes and at the times which they may judge best, all moneys
whatsoever, which they may deem necessary and proper for the
defence and protection of the said city, and to provide for the
payment of the same by taxation or otherwise, as they may
deem most advisable.
The Act of 1862, ch. 251, adds the following:
56. The mayor and city council of Baltimore, are hereby
empowered to levy and collect taxes upon every description
of property found within the corporate limits of said city,
which they are now authorized by law to levy and collect for
the purpose of defraying the expenses of the municipal govern-
ment, and no property found within the corporate limits shall
be exempted from taxation, in consequence of the owners
thereof residing without the limits of said corporation; provided,
nevertheless, that no authority is given by this act, to impose
taxes upon any property which is now or may hereafter be
exempted from taxation by any special act of the General As-
sembly of Maryland; provided, that nothing herein contained
shall subject to taxation for the purposes herein set forth any
property elsewhere in the State of Maryland, or which may be
stored in the city of Baltimore for temporary purposes.
