PRACTICABLE, TO BE NOTIFIED OF, TO ATTEND, AND TO BE HEARD AT A CRIMINAL
JUSTICE PROCEEDING, AS THESE RIGHTS ARE IMPLEMENTED AND THE TERMS
"CRIME", "CRIMINAL JUSTICE PROCEEDING", AND "VICTIM" ARE SPECIFIED BY LAW.
(C) NOTHING IN THIS ARTICLE PERMITS ANY CIVIL CAUSE OF ACTION FOR
MONETARY DAMAGES FOR VIOLATION OF ANY OF ITS PROVISIONS OR AUTHORIZES
A VICTIM OF CRIME TO TAKE ANY ACTION TO STAY A CRIMINAL JUSTICE
PROCEEDING.
SECTION 2. AND BE IT FURTHER ENACTED, That the General Assembly
determines that the amendment to the Constitution of Maryland proposed by this Act
affects multiple jurisdictions and that the provisions of Article XIV, Section 1 of the
Constitution concerning local approval of constitutional amendments do not apply.
SECTION 3. AND BE IT FURTHER ENACTED, That the aforegoing section
proposed as an amendment to the Constitution of Maryland shall be submitted to the
legal and qualified voters of this State at the next general election to be held in
November, 1994 for their adoption or rejection in pursuance of directions contained in
Article XIV of the Constitution of this State. At that general election, the vote on this
proposed amendment to the Constitution shall be by ballot, and upon each ballot there
shall be printed the words "For the Constitutional Amendments" and "Against the
Constitutional Amendments," as now provided by law. Immediately after the election, all
returns shall be made to the Governor of the vote for and against the proposed
amendment, as directed by Article XIV of the Constitution, and further proceedings had
in accordance with Article XIV.

AN ACT concerning
Court of Appeals - Circuits
FOR the purpose of proposing an amendment to the Maryland Constitution to change
alter the boundaries of the appellate
judicial circuits from which members of the Court of Appeals are appointed;
providing for a certain provision of limited duration for the implementation of the
provisions of this amendment by designating certain judges to be deemed to be
appointed from certain judicial circuits; providing for a certain provision of limited
duration that specifies that the amendment may not be construed to limit or
otherwise affect the terms or appointments of the members of the Court except for
certain purposes; specifying certain eligibility, appointment, and continuation in
office provisions for certain judges; and submitting this amendment to the qualified
voters of the State of Maryland for their adoption or rejection.
