(12) Ihe Govcrncr nay provide for public hearings on
all estimates and nay require the attendance at such
hearings of representatives of all agencies, and for all
institutions applying for State moneys. After such public
hearings be may, in his discretion, revise all estimates
except those for the legislative and judiciary departments,
and for the public schools, as provided by law, AND EXCEPT
II-AT HE MAY NOT RtCUCt *N ESTIMATE JOB A PROGRAM BELOW A
LIVZ1 of FUNDING PRESCRIBED BY A LAS WHICH WILL BE IN EFFECT
DURING TBI FISCAL YEAR COVERED BY THE BUDGET, AND WHICH WAS
ENACTED BEFORE JULY 1 of THE FISCAL YEAR PRIOR THERETO.
SECTION 2, AND EE IT FURTHER ENACTED, That the
aforegoing section hereby proposed as an amendment to the
Constitution of Maryland, at the next general election to be
held in this State in November, 1978, shall be submitted to
the legal and qualified voters thereof for their adoption or
rejection in pursuance of directions contained in Article
XIV of the Constitution of this State. At that general
election, the vote on this proposed amendment to the
Constitution shall be by ballot, and upon each ballot there
shall be printed the words "For the Constitutional
Amendments" and "Against the Constitutional Amendments," as
new provided by law. Immediately after the election, all
returns shall be made to the Governor of the vote for and
against the proposed amendment, as directed by Article XIV
of the Constitution, and further proceedings had in
accordance with Article XIV.
