BY proposing an amendment to the Constitution of Maryland
Article XVI - The Referendum
Section [[2, 3, 4, and 5]] 3 and 4
[[SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY
OF MARYLAND, (Three-fifths of all the members elected to
each of the two Houses concurring). That the following be
and the same is hereby proposed as an amendment to
Section 31 of Article III - Legislative Department, of
the Constitution of Maryland, the same, if adopted by the
legally qualified voters of the State, as herein
provided, to become a part of the Constitution of
Maryland:

31.
A Law passed by the General Assembly shall take
affect the first day of [June] JULY next after the
session at which it may be passed, unless it be
[otherwise] AN EMERGENCY MEASURE AND SO expressly
declared therein or provided for in this Constitution.]]
SECTION [[2. AND]] 1. BE IT [[FURTHER]] ENACTED BY
THE GENERAL ASSEMBLY OF MARYLAND, (Three-fifths of all
the members elected to each of the two Houses
concurring), That the following be and the same is hereby
proposed as an amendment to Sections [(2, 3, 4, and 5]] 3
and 4 of Article XVI - The Referendum, of the
Constitution of Maryland, the same, if adopted by the
legally qualified voters of the State, as herein
provided, to become a part of the Constitution of
Maryland:

CC2.
[No] A law enacted by the General Assembly [shall]
MAY NOT take effect until the first day of [June] JULY
next after the session at which it may be passed, unless
it [contain] CONTAINS a Section declaring [such] THE law
an emergency law and necessary for the immediate
preservation of the public health or safety, and passed
upon a yea and nay vote supported by three-fifths of all
the members elected to each of the two Houses of the
General Assembly [ ; provided, however, that said].
HOWEVER, THE period of suspension may be extended as
provided in Section 3 (b) hereof. If before [said] THE
first day of [June] JULY there [shall have been] IS filed
[with the Secretary of the State] a petition to refer to
a vote of the people any law or part of a law capable of
