EXEMPTING MEMBERS OF
ANY ELECTIVE LOCAL BOARD OF EDUCATION SUBJECT
TO POPULAR ELECTION FROM SECTIONS 1, 2, 3, 4, AND 11
OF THIS ARTICLE, and submitting this amendment to the
qualified voters of the State for adoption or rejection.
SECTION 1. Be it enacted by the General Assembly of Maryland,
(three-fifths of all the members elected to each of the two houses
concurring), That the following amendments be and the same are
hereby proposed to Article 17 of the Constitution of Maryland, title
"Quadrennial Elections," by repealing and re-enacting, with amend-
ments, Section 1 and by adding a new Section 5, to follow imme-
diately after Section 4 thereof, the same, if adopted by the qualified
voters of the State, to become a part of the Constitution of Maryland:
1.
(a) All State officers elected by qualified voters (except judges
of the Circuit Courts, judges of the Supreme Bench of Baltimore
City, judges of the Court of Appeals and judges of any interme-
diate courts of appeal), and all county officers elected by qualified
voters, shall hold office for terms of four years, and until their suc-
cessors shall qualify.
(b) Sections 1, 2, 3, 4, and 11 of this Article do not apply or refer
to members of any elective LOCAL BOARD OF EDUCATION.

SEC. 2. And be it further enacted, That the aforegoing sections
hereby proposed as amendments to the Constitution of Maryland,
at the next general election to be held in this State in November
1972, shall be submitted to the legal and qualified voters thereof for
their adoption or rejection in pursuance of directions contained in
Article XIV of the Constitution of this State, and at the said gen-
eral election, the vote on the said proposed amendments to the Con-
stitution shall be by ballot, and upon each ballot there shall be
printed the words "For the Constitutional Amendments" and
"Against the Constitutional Amendments" as now prescribed by law,
and, immediately after said election, all returns shall be made to the
