ing, with amendments, Sections 2, 3, 4 and 5 of Article III, title
"Legislative Department," establishing the membership and the
districts for the election of members of the General Assembly a,nd
generally relating thereto, to provide for THE MANNER
OF IMPLEMENTATION OF THIS PLAN and making general
provisions therefor, and providing for the submission of this
amendment to the qualified voters of the State for their adoption
or rejection.
SECTION 1. Be it enacted by the General Assembly of Maryland,
(Three-fifths of all members elected to each of the two Houses con-
curring), That Chapter 356 of the Acts of the General Assembly of
1971 be and it is hereby withdrawn and recalled for appropriate
legislative action.
SEC. 2. And be it further enacted, That Chapter 356 of the Acts of
the General Assembly of 1971 be and it is hereby repealed.
SEC. 3. And be it further enacted, That Sections 2, 3, 4 and 5 of
Article III of the Constitution of Maryland, title "Legislative Depart-
ment," be and they are hereby repealed and re-enacted, with
amendments, the same, if adopted by the legal and qualified voters
of the State, as herein provided, to become a part of the Constitution
of Maryland, and all to read as follows:

The membership of the Senate shall consist of [forty-three (43)]
forty-seven (47) Senators. The membership of the House of Dele-
gates shall consist of one hundred [forty-two (142)] forty-one (141)
Delegates.
3.
[The State shall be divided by law into districts for the election of
members of the Senate and into districts for the election of members
of the House of Delegates. The number of Senators and Delegates to
be elected from each of the legislative districts shall be prescribed by
law, but not more than two Senators shall be elected from any
senatorial district.]
The State shall be divided by law into legislative districts for the
election of members of the Senate and the House of Delegates. Each
legislative district shall contain one (1) Senator and three (S) Dele-
gates. Nothing herein shall prohibit the subdivision of any one or
more of the legislative districts for the purpose of electing members
of the House of Delegates into three (3) single-member delegate
districts or one (1) single-member delegate district and one (1)
multi-member delegate district.
4.
SEach legislative district shall consist of adjoining territory and
1 be compact in form. The ratio of the number of Senators to
population shall be substantially the same in each legislative dis-
trict; the ratio of the number of Delegates to population shall be
