be held on the first Monday in May, 1912, and they are hereby
authorized and empowered to prepare such ballots, provide such
places and to do other things necessary for the holding of the
election for the ratification of this charter and for the election
of town officers after the election held for the purpose of ratifi-
cation of this charter, the judges and clerks aforesaid, after a
canvass of the vote shall publicly anounce the votes cast on
the question, and if there be a majority of votes cast for the
ratification of this charter it shall be in full force and effect,
if the majority of the votes are found to be against this
charter, it shall be voted on again as provided for in section
21. If the said charter is adopted and the election provided
for on the first Monday in May is held for the election of
Mayor and for councilman, the candidate for Mayor receiving
the largest number of votes shall be elected Mayor and the
six candidates receiving the largest number of votes for coun-
cilman shall be declared elected.
SEC. 23. All State and county officers shall have, hold and
exercise their offices in said town as heretofore, except as lim-
ited by the other sections of this act.
SEC. 24. Amendment to this charter shall not be made
unless a petition for such amendment be signed by one-half
as many legal voters as voted in said town on the last regular
election. ,
SEC. 25. This act is hereby declared to be a public act,
and may be used in evidence in all the Courts of this State
without proff.
SEC. 26. All acts and parts of acts inconsistent with any of
the provisions of this act are hereby repealed.
SEC. 27. This act shall take effect from the date of its
passage.

CHAPTER 402.
AN ACT to propose an amendment to Article 3 of the Constitu-
tion of this State by adding a new section, to be known as
40A; and to provide for the submission of said amendment
to the qualified voters of this State for adoption or rejection.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, (three-fifths of all the members of each of the two Houses
