532 ARTICLE 15A

The Governor may himself make an amended schedule, if the same be
necessary, with respect to the appropriations for the Executive Depart-
ment, and upon its transmission to the Comptroller the appropriation for
such department shall be paid out in accordance with such amended
schedule.

Any department, board, commission, officer or institution may, at any
time, submit in writing to the Governor an amended schedule for the
disbursement and apportionment of the appropriations made to it by him.
If the Governor shall approve such amended schedule he shall transmit
the same, with the certificate of approval, to the Comptroller and there-
after, such appropriation shall be paid out in accordance with said
amended schedule. Any such amended schedule so submitted to the Gov-
ernor may be withdrawn at any time before the Governor has acted
thereon. Any amended schedule approved by the Governor may be again
amended at any time in like manner and with like effect. All amendments
and schedules made or approved by the Governor shall be reported by him
to the next session of the General Assembly.

Nothing herein shall be taken to in any manner restrict the apportion-
ment of appropriations as between institutions, bureaus or agencies which
are subject to the direction, supervision and control of a particular de-
partment, but no such apportionment shall alter the legislative appropria-
tions except upon compliance with the provisions of this Section.

All amended schedules shall first be submitted by the departments,
boards, commissions, officers and institutions to the Director of Budget and
Procurement before action thereon by the Governor.

9. The Governor shall have the power, with the approval of the Board
of Public Works, to reduce not more than 25% of any item of appropria-
tion which he may deem unnecessary, except appropriations for the pay-
ment of interest and the retirement of the State debt, and appropriations
to the Legislature, the Public Schools and the Judiciary; provided, however,
that the salaries of public officers shall not be reduced during their term
of office, and the salaries of merit system employees shall not be reduced
except in accordance with the provisions of Article 64A of the Annotated
Code of Maryland. No department, board, commission, officer or insti-
tution shall be authorized to expend any appropriation or part of an ap-
propriation which the Governor shall reduce as hereinabove provided.

10. In any case where a lump sum is appropriated to any State depart-
ment, board, commission, officer or institution, such department, board,
commission, officer or institution shall be required to submit to the Board
of Public Works within ninety days following the adjournment, of the
General Assembly, a detailed budget schedule in the usual form, show-
ing the proposed apportionment and disbursement of such lump sum
appropriation by such department, board, commission, officer or insti-
tution. No part of such lump sum appropriation may be expended unless
and until such budget schedule is approved by the Board of Public Works.

11. Whenever in any budget bill an increase or decrease is made in
