45. The State Roads Commission shall erect and maintain, out of the
receipts of its office, along the rights of way of the State roads, the neces-
sary signs, signals or markers for the purpose of directing the traveling
public, warning them of danger, or for any other purpose which in the
opinion of the Commission may be right or proper; and any person who
removes, damages or defaces any such signs, notices or markers shall be
guilty of a misdemeanor and fined a sum not to exceed one hundred
($100.00) dollars.

46. The State Roads Commission shall furnish to the Comptroller of
the Treasury at the end of each fiscal year a complete itemized account
of the "overhead" charges for work done throughout the State, said "over-
head" charges to include all amounts expended by said Commission, except
those paid to contractors in payment of road-building contracts for mate-
rial and labor actually expended in building such road; and a similar
report to the President of the Board of County Commissioners of each
county in the State of the "overhead" charges for construction work done
within said county, and a similar report to the Mayor and City Council of
Baltimore of the "overhead" charges for construction work done within
said city.

47. The Legislature of the State of Maryland hereby assents to the
provisions of the Act of Congress, approved July eleven, nineteen hundred
and sixteen, entitled "An Act to provide that the United States shall aid
the States in the construction of rural post roads, and for other purposes,"
thirty-ninth United States Statutes at Large, page three hundred and
fifty-five. The State Roads Commission (being the Highway Department
of the State of Maryland) is hereby aiithorized to enter into all contracts
and agreements with the United States Government relating to the con-
struction and maintenance of rural post roads under the provisions of the
said Act of Congress, to submit such scheme -or program of construction
and maintenance as may be required by the Secretary of Agriculture, and
do all other things necessary fully to carry out the co-operation contem-
plated and provided for by the said Act. The good faith of the State
is hereby pledged to make available funds sufficient to equal the sums
apportioned to the State by or under the United States Government during
each year for which Federal funds are appropriated by the said Act, and
to maintain the roads constructed under the provisions of the said Act,
and to make adequate provisions for carrying out such maintenance.

48. In addition to the powers hereinbefore and hereinafter granted
the State Roads Commission is hereby authorized to build and improve
roads and bridges, including any and all projects for elimination of high-
way hazards existing or found to exist at crossings of highways with
railroads, and including the alteration, reconstruction or relocation of
existing underpasses or overhead bridges, and generally to construct, im-
prove and maintain the highway system of this State, with funds received
from the United States Government or any agency thereof under such
