elect a chairman from among its membership. Sard corporation shall have
the right to use a common seal, to sue and be sued, and to exercise all
powers granted to it by the provisions of this sub-title, and said cor-
poration shall be a public agent and trustee for the State of Maryland.
The members of the Board shall receive no salary, but shall be entitled
to receive necessary and proper expenses for traveling and otherwise, out
of any money available therefor in the hands of the corporation. The
Board may appoint, discharge at pleasure, and fix the compensation of, or
make contracts for the services of, an executive secretary or administrator,
and such other administrative or clerical assistants as from time to time
in its judgment may be necessary in the administration of the corporate
affairs, none of whom shall be selected from among the members of the
Board. The Board may require any employee to give bond with surety
approved by, and in a sum to be fixed by, the Board. The Board shall
have the power to make and adopt such by-laws or other rules governing
its procedure as may seem necessary and appropriate, and to amend, alter
or repeal the same from time to time.

19. The corporation is hereby designated by the State of Maryland as
the representative and agency of the State for receiving from the govern-
ment of the United States, or any agency or agent thereof, or from or
through this State, or any agency or agent thereof, grants of money or
other financial aid for rehabilitation purposes. The corporation and its
property and assets be and they are hereby exempted from all State, county
or municipal taxes.

20. The Corporation is hereby specifically authorized and empowered
in addition to the general powers herein conferred:
(a) To rehabilitate individuals and families as self-sustaining human
beings by enabling them to secure subsistence and gainful employment
from the soil, from co-ordinate and affiliated industries and enterprises
and otherwise, in accordance with economic and social standards of good
citizenship;
(b) To receive grants of money and financial and/or other aid from the
State Department of Public Welfare or the Emergency Relief Administra-
tion of the State of Maryland, out of grants extended to it by the Federal
Emergency Relief Administrator, or his successor, or other Federal depart-
ments or agencies, and funds received by it from any other sources, and to
receive loans, grants and financial assistance from the Federal Emergency
Relief Administrator or his successor and from other sources and govern-
mental agencies, both State and Federal, permitted or authorized by the
laws of the United States or the State of Maryland to make such grants
or loans and to render financial assistance and other aid; and to execute
such contracts or agreements relative to the receiving, expenditure or dis-
bursement of any such grants or loans as may be requisite or necessary;
(c) To acquire, own and 'dispose of property whether real, personal or
mixed, with full authority to deal in any class of property in any manner
desired; to borrow money and to make loans and give financial assistance
and other aid; to use appropriate agencies including subsidiary corpora-
tions and to assist and cooperate with welfare organizations and local
communities in carrying on rehabilitation activities; to engage in any
