Continuing Appropriations.

17. All laws, acts and resolutions, or parts thereof, heretofore at any
time passed or enacted by any General Assembly of the State of Maryland,
whereby and to the extent that any appropriation or appropriations have
been made payable, in whole or in part, out of the funds of the general
treasury of the State, for any of the purposes hereinafter named, which
said laws, acts and resolutions, or parts thereof, by their terms or provi-
sions and by their own force make such appropriations, respectively, an-
nual and continuing, and available and payable out of the funds of the
general treasury of the State in each and every year succeeding their pas-
sage and enacted,1 respectively, or for each and every year during a period
of years succeeding their passage and enactment, respectively, without the
necessity in either case of any other or further appropriation law, act or
resolution; and which said laws, acts and resolutions or parts thereof,
make such annual or continuing appropriations for any of the following
purposes, to wit: (a) To or for the use, benefit, needs or purposes of any
and all universities, colleges, academies, schools, high schools, normal
schools, seminaries, societies and other institutions devoted, in whole or
in part, to teaching, learning, training, or education of every and every
kind whatsoever; (b) to or for the use, benefit, compensation, expenses,
needs or purposes of any and all State, county and city boards, commissions,
bureaus, departments, officers, officials or employees, including pensions
to those who have been such officers, officials or employees; (c) to or for
the use, benefits, needs or purposes of any and all corporations, bodies
politic, associations or societies; that all such laws, acts and resolutions
be and the same hereby are each and all respectively repealed, to the
extent that the same make or provide the annual or continuing appropria-
tions above mentioned, which it is the intent of this section to end and
abolish, so far as such appropriations may not be protected from repeal
by any of the provisions of the Constitution of the United States. Pro-
vided that this section shall not apply to any revenues or funds which are
raised by licenses, fees, taxation or otherwise, and which after being paid
over, according to law, to the Treasurer, are required by law to be by him
paid over, in whole or in part, to any county or city, or to any department,
commission, board or officer of any such county or city of the State.

Maryland Rehabilitation Corporation.

18. There is hereby created a corporation to be known as "Maryland
Rehabilitation Corporation," whose incorporators shall constitute the orig-
inal Board of Directors, and shall consist of the following State and Fed-
eral officials, by virtue of their respective offices or positions: The
State Emergency Relief Administrator, the Regional Field Representative
of the Federal Emergency Relief Administration, the Regional Director
of the Land Policy Section of the Agricultural Adjustment Administra-
tion, the Director of the Agricultural Extension Service of the State of
Maryland, and three members of the State Board of Public Welfare, to
be selected by the Chairman thereof. At its first meeting the Board shall
