88. The War Memorial Commission is hereby authorized and em-
powered to appoint a Custodian and a Janitor for the War Memorial
Building and to expend, in its discretion, such funds as may from time to
time be appropriated by the General Assembly of Maryland and the Mayor
and City Council of Baltimore for the maintenance and administration of
the War Memorial Building.

89. The War Memorial Commission shall take and is hereby given title
to the War Memorial site and building, to hold same for the State of
Maryland and the City of Baltimore for the purposes stated in this sub-
title, or as may be directed by future General Assemblies of the State of
Maryland.

Arsenal and Veterans Memorial Commission.

1936 (Sp. Sess.), ch. 49, sec. 1.

90. There is hereby created the Arsenal and Veterans Memorial Com-
mission, to consist of nine members to be appointed by the Governor. Three
of said Commissioners shall hold office for two years from the beginning of
their terms of office and until their successors shall qualify. Three of said
Commissioners shall hold office for four years from the beginning of their
terms of office and until their successors shall qualify, and three of said
Commissioners shall hold office for six years from the beginning of their
terms of office and until their successors shall qualify. The term of office
of each Commissioner shall begin within thirty days from June 1st, 1936.
The Governor, at the time of announcing and making the appointment of
said Commissioners, as well as the commissions issued by him to each of
them, shall designate the chairman of the said Commission, and likewise
shall designate which of said Commissioners shall serve for the term of two
years, which shall serve for the term of four years and which shall serve for
the term of six years as aforesaid.

Upon the expiration of each of said terms, the term of office of Commis-
sioners thereafter appointed shall be for six years after the time of their
appointment and qualification and until their successors shall qualify. In
case any Commissioner shall be allowed to hold over until after the expira-
tion of his term his successor shall be appointed for the balance of the
unexpired term. Vacancies in said Commission shall be filled by the Gov-
ernor for the unexpired term. Each Commissioner shall be eligible for
reappointment in the discretion of the Governor. The members of said
Commission shall serve without compensation.

The Commission may adopted a seal and may appoint a secretary and
treasurer to serve during the discretion of the Commission, and may adopt
such rules and regulations for the conduct of their meetings as the Com-
mission or a majority of them shall determine.

91. The Commission shall have custody, control and management of the,
property and buildings at Pikesville, Baltimore County, Maryland, now
known as the Maryland Line Confederate Soldiers Home, which prop-
erty was granted and conveyed to the State of Maryland by the United
States Government by authority of an Act of Congress dated March 3, 1879.
