In Baltimore County the Clerk of the Circuit Court for said County
shall retain such portion of each license fee collected by him, for his com-
missions, for the use of his office, as shall be determined by the County
Commissioners of said County; such Clerk's commissions, however, shall
not exceed fifteen percentum (15%) and shall not be less than three per-
centum (3%) of each such license fee collected. The said Clerk shall forth-
with remit the remainder of such fees to the County Commissioners of
Baltimore County, who shall, out of such remainder so received from said
Clerk, pay all salaries and expenses of the Board of License Commissioners
as determined by the Board of County Commissioners, and devote the
balance of said License fees to the general purposes of the County; and the
phrase "the general purposes of the County" in Baltimore County shall be
construed so as to include the general purposes of the Highways and/or the
general purposes of the Metropolitan District Department of said County.

In Calvert County, the Clerk of the Circuit Court for said County
shall forthwith remit to the Comptroller all license fees collected by him,
less a fee of one dollar ($1. 00) for the issuance of each license, in lieu of
commissions, and the Comptroller shall forthwith pay the same to the
Board of County Commissioners for said County, after deducting such
sum as may be necessary to pay the salaries and expenses of the Board
of License Commissioners for Calvert County. Where the licensed place
of business is located in an incorporated town 50 percentum of the net
license fee shall be payable to the incorporated town and the remaining
50 percentum and all the net license fees for places of business located
outside an incorporated town shall be used by the County Commissioners
for the purposes of the County. Provided, however, there shall be no re-
funds with respect to any licenses issued for places of business in Calvert
County.

In Carroll County, the Clerk of the Circuit Court for the County shall
forthwith remit to the County Commissioners for Carroll County all
license fees collected by him, less a fee of one dollar ($1. 00) for the issu-
ance of each license, in lieu of commissions, and the County Commissioners
shall forthwith pay fifty percentum of the sum to the incorporated town
in which the place of business is located, if the place of business is located
in an incorporated town, and all of the remainder of such license fees shall
be retained by the County Commissioners for the general purpose of the
County.

In Anne Arundel County, the Clerk of the Circuit Court for said County
shall forthwith remit to the City of Annapolis, all license fees collected
by him where the place of business is located in said City and to the Board
of County Commissioners of Anne Arundel County if the place of business
is located outside of the City of Annapolis, less a fee of one dollar ($1. 00)
for the issuance of each license, in lieu of commissions. The Board of
County Commissioners shall devote such receipts to the general purposes
of the County and shall not be required to pay the refunds as hereinafter
provided. The City of Annapolis shall devote such receipts to the general
purposes of the City and shall not be required to pay the refunds as here-
inafter provided.

In Cecil County the Clerk of the Circuit Court for said County shall
forthwith remit to the County Commissioners all license fees collected
by him, less a fee of one dollar for the issuance of each license, in lieu of
commissions, and the County Commissioners shall receive from said license
fees in addition to their present salaries Two Hundred Dollars per annum
