(3) To designate in such plans the University of Maryland as the
State agency of the State of Maryland to administer such State agricultural
plans;
(4) To submit such State agricultural plans to the Secretary of Agri-
culture of the United States, prior to such time and in such manner and
form as the said Secretary may prescribe;
(5) To receive on behalf of the State of Maryland any grants made
pursuant to Section 7 of said Soil Conservation and Domestic Allotment
Act, and to utilize and expend such grants in accordance with the pro-
visions of such State agricultural plans as may have been approved by
said Secretary of Agriculture;
(6) To provide for the selection of a State Advisory Board, to be com-
posed of five persons of legal age, residents in this State, who shall be
selected from the standpoint of their qualification by actual farming ex-
perience and comprehensive understanding of the agricultural problems of
this State;
(7) To make provision for establishment of State, county and com-
munity committees or associations of agricultural producers, organized
for such purpose, and for participation by them in the administration of
such State agricultural plans;
(8) To employ such personal services and incur such other expenses
as it finds necessary for the efficient exercise of its powers and duties
under this sub-title;
(9) To utilize in the administration of the provisions hereof available
services and assistance of other State agencies of this State and of the
Agricultural Extension Service and the Agricultural Experiment Station
of the University of Maryland;
(10) To delegate to committees, associations, individuals, corporations,
or other State agencies such functions in carrying out the provisions of
this sub-title as it deems suitable, and to exercise all other powers and
authorities and to do any and all other things which it may deem neces-
sary or proper to the performance of its duties and functions hereunder;
(11) To provide for the submission to said Secretary of Agriculture
of such reports as may be deemed requisite, including such reports as
may be required to ascertain whether such State agricultural plans are
being carried out according to their terms;
(12) To prescribe such rules and regulations as may be necessary or
expedient for the effective administration of such State agricultural plans,
and to assure the correctness of and make possible the verification of such
reports as may be required by the terms of State agricultural plans; and
(13) To submit to the Governor of the State of Maryland an annual
report for each year covering the administration and operation of such
program.

44. The State Advisory Board shall from time to time advise the
University with regard to all matters of major importance in carrying out
the provisions of this sub-title, and shall submit to the administration of
this sub-title as the University may request.

servation Districts Law.
