1. The State Board of Health shall consist of nine members as fol-
lows : one shall be an experienced civil engineer, one shall be an experienced
certified pharmacist, one shall be an experienced doctor of dental surgery,
and three shall be experienced physicians, all to be appointed by the Gov-
ernor, with the advice and consent of the Senate; the remaining mem-
bers of the Board shall be the Attorney General of the State, the Com-
