said Commissioner of Labor and Statistics, who shall be the lawful suc-
cessor of the said State Board of Labor and Statistics to the same extent
as if the said Commissioner had been named in said provisions of law as
the official upon whom the said rights, powers, duties, obligations and
functions were conferred.

The Department of State Employment and Registration.

161. The Department of State Employment and Registration is hereby
established. The head of this Department shall be the State Employ-
ment Commissioner, who, appointed as at present, shall have and exer-
cise all the rights, powers, duties, obligations and functions now or here-
after conferred by law. The said State Employment Commissioner shall
be known hereafter as the Commissioner of State Employment and Regis-
tration, and shall devote all of his time to the duties of his office, includ-
ing the duties heretofore performed by the Secretary and Chief Examiner
as designated in the budget.

163. On January 1, 1923, and annually thereafter, and also from time
to time as may be necessary, each of the boards and agencies mentioned
in Section 162 hereof shall submit to the Board of Public Works an
itemized estimate of the amount of fees and other income which it will
receive during the ensuing year, and also an itemized estimate of its ex-
penses and disbursements during the ensuing year. The Board of Public
Works shall approve all or such portion of said estimated expenses and
